Waterfront East Development Project Plan

The Waterfront East Development Project Plan defines the authorized activities, permits the EDC to conduct improvements, and facilitates development.  
The 137 acre Project Area is located south of Jefferson Avenue to the waterfront and extending from Rivard to about Chene, also includes the Dequindre corridor from Jefferson Avenue to Gratiot. The EDC Project Plan, amended and approved in 2005, includes:
  • Demolition of dilapidated structures
  • New streets and utilities
  • Pedestrian and non-motorized transportation routes
  • Parking improvements
  • Acquisition and sale of property for purposes of redevelopment
  • Proposed zoning changes from M4 (Intensive Industrial District), to SD4 · (Special Development District Residential Mixed Use)
The project is anticipated to take up to 10 years to complete with public funding of approximately $250 Million.
